"Request Permissions" button on certain pages

I have a WordPress site that has different pages for different properties that we own. Within each of the properties pages, there is a Document Download section (Using WordPress Download Manager). The user needs to register to see the page, but will not be able to see the documents until they request access to the specific property. At that time, I will grant them access and email them when they have the correct permissions — within 48 hours.

I need to build this “Request Access” / “Request Permissions” button. When the user clicks this button, it will automatically use their login credentials and send an email to the administrators on the website, saying “Joe Shmo is requesting access to view documents on the 1234 Gulf Shore Property.” Can this be done? Is there a plugin that does this already?
