Want a glossary for my site but unhappy with the available plugins

Hi, I’ve been dissatisfied with the dictionary/glossary plugins available (paid and free) and I’d like some suggestions for other plugins that might be modified to work as a dictionary/glossary plugin. I need to have a main glossary page with the definitions of technical terms used in rallycross racing, but I’d also like to have tooltips displayed on pages throughout the site that provide the definitions for specific terms. Any recommendations?
