Figuring out if a form type exists?

I help co-administer a blog that posts jobs. We get tons of requests for postings. We ask people who want to post jobs to use a fairly standard format in their e-mails to us, which makes posting their listing on our blog easier. But it’s still a fairly time consuming process.

I’ve sometimes wondered if there would be a way to make this even easier by having folks fill out a form on one of our webpages, which I might want to do the following things for me: limit the amount of text they can add to the posting, ensure a consistent format for the posts, and take the text and essentially automatically create a draft post for me (to which, I could proof, make some small changes if need be and up it goes!).

Does anyone have any suggestions? Is there something out there that already does something like this? Thanks for taking the time to read.
