Plugin for posting and rating tips

    Could anyone advise on suitable plugin/s to do the following?

    I would like to add a separate page to my blog where members could post tips on my subject matter possibly with media. I would then like members to be able to rate these tips on a scale of say 1 to 5. They should only be able to rate them once. The average of the ratings would be visible like the star ratings applied to themes, plugins etc. on the WP site.

    Membership would thus necessary to post and rate tips.

    The tips and ratings would be visible to the public.

    It would also be useful if the highest rated tips move to the top of the list and the lowest to the bottom in a hierarchy.

    I have installed Swipp and WP members currently.
