Sign Up/Register code to work

how do i get the “Sign up for Local Account” area to work right? what code do i need to add, and where do i add it? Do I need an extra plugin? Thanks…. Also, when I add the “Theme My Login” plugin, it changes the dropdown login tab so it doesnt line up with the dashboard. Has anyone else experienced this?
