Bug on users LOGGED OUT

I can’t reproduce this problem. Logged out items are displaying when I am logged out in both Twenty Twelve and Twenty Thirteen. Is there anything else you can tell me that might help me identify the problem?

Please test in a default theme and try disabling other plugins and let me know how that goes.

Did you test it in WordPress 3.6 or older version?

Same version here.
