Problem trying to start a second blog

Firstly I am unable to find what version of WordPress I am using and secondly I am unable to start a second blog. When I follow the link it leads to an error message saying “page not found” I have tried a using both internet expolrer and google chrome and I’m having the same issue with both. Plaese help
