Contributor reporting insufficient permisions

I have had a user report that they are having issues logging on.

after they have entered the username and password they get a blank page with You have Insufficient permissions to access this page.

The user in question did try and login to the site with an incorrect user name and password previously and Wordfence is not reporting that the ip of the user is locked out.

I spoke to my site host who suggested it may be something to do with the .htaccess file denying the the IP.
