Images not loading with 3.5.2 install

Following several fresh installs i’m suffering a repeated problem of the image editor not working (images appearing as blank boxes), loaded images not appearing and failure of images to appear under dedicated URl.

I’ve refreshed the mysql database on each reinstall and set up new accounts rebuilding the database each time. I’m clearing the cache on the browser regularly.

Any ideas on what may be occurring and direction welcome.
