Can subscribers submit events?

    Re “User groups other than admin can be permitted to manage events”…

    Even subscribers? I’m looking for the ability for subscribers to submit their own events which would be reviewed for approval before posting to the calendar.

    (I’m considering this and other plug-ins for a job I’m bidding on.)

    The pending approval bit is what will cause you issues. Yes, subscribers can manage events if you change that setting on the calendar options page but there will be no approval and they could change events already in the system.
