Alert! Any user can add quotes!

I’m not sure if I’m missing something, or if someone has already raised this issue before, but I just noticed that “ALL” registered members, including subscribers can access the quotes admin section, and can add quotes to the database. Is this normal? Or is there a way to disable this feature or hide the “Quotes” tab for registered users?
