Changed Site and WordPress URL to root URL. Now Locked Out!

Was following the CODEX for launching WP from a sub-folder to the root.

In General/Settings,I accidentally changed both the WordPress URL as well as the Site URL. Should have been just Site URL. Now site is gone and more urgently, cannot access /wp-admin because the server cannot find the folder the site is in.
Can I copy move the WP files from the installed sub-directory up to the root, which is the URL specified in the General/Settings Worpress and Site URLs? OR will this cause further problems?

is the site. I removed the .htaccess and index.php file as specified int he CODEX I was following, to restore my index.html holder page.Thanks
