I cleared all the caches (internal to website and IE) but the menus still look funny in IE (https://fr.womenofaviationweek.org/communaute/).

What do you mean funny? It looks fine to me in IE. I checked both Top Menu and section Menu using IE8, IE9 and IE10.

The menu items are stacked (https://www.womenofaviationweek.org/wp-content/uploads/voyage.jpg) instead lying next to each other horizontally in my IE9. Looks fine in all other browsers. The top menu does not move down when the bar is present in my IE9 as well.

It is strange. This is not what I see on my IE.

I would suggest you asking your friend to use their IE to confirm.

I have similar problems with IE before. Well, even it would look the same as yours on a friend’s IE, it still would look the same as mine for anyone accessing the website with my configuration. I’m running IE9 on Windows 7 PRO. What are you running IE on?

Windows 7 Ultimate IE9, and Window Server 2003 IE8.

My point is to investigate what exactly the problem.
