Change how handling fee is applied

Is it possible to change the way handling fee is applied to an order? I want to setup flat rate shipping to apply 3% handling fee after shipping ($5) has been added to the cart total.
So eg, $199 product + $5 shipping = $204 total + 3% handling = $210.12
Currently, the handling fee is set to apply only to total of cart before shipping is calculated. Making the total equal to $209.97
