site will not open

Long story, got hacked. As soon as I could delete code, it was attacking in another area so I threw my hands up and went to deleting sites. I have several wordpress sites using sub-directories in the same domain. Out of 3 cleaned and reloaded sites, one is giving me trouble.
Mind you no troubles with any other section under my domain. Just this one. I finally decided to save mysql tables for my comments and posts and just start from scratch so I now have a totally empty database for this installation.
I cannot get it to install. Even when I go in through the file manager and try to open the /install.php I get that “You do not have permission to access this location.” That’s the problem I was running into before deleting tables, just trying to open the site. It’s like I’m locked out and yet still no problems with any other directory.
If anyone has some real suggestions on how I can get past that error msg and get the install to run, I can take it from there.
Cleaned out database. Clean upload. No reason for the block that I can find. Help ??
