Redirect from UNICODE slug to an English doesn't work

Hey. Please help.
Trying to 301 old unicode URL-slugs to a normal english ones.
The plugin doesn’t do this, Neither automatic or manual.
Tried all different ways with no luck it’s showin the unicode as ????????
For example:
https://www.thewebsite.com/%D7%90%D7%95%D7%93%D7%95%D7%AA%D7%99%D7%A0%D7%95
to
https://www.thewebsite.com/about/
Doesn’t it suppose to support unicode?
