Apply tax to local pick up not working.

No tax is applied to the order when the customer selects local pickup. I have the box checked to “apply base tax rate” for local pick up but nothing happens. The only thing that applies my sales tax is if my state is selected from the drop down field.
I have rules in my standard tax setup to apply taxes to my state (NJ), and all the zip codes in my state but if a NJ zip code is entered no tax is allied.
Like I said the only thing that applies the tax is the state in the billing address.
Any Ideas? Am I missing something?
