Workflow Needed, Can't find quite what I want

Hello All,

I am looking for a plugin, or combination of plugins, that will allow me to setup my wordpress with following sequence of actions:

1. User edits a page.

2. A specific approver must then approve the edits (specific in that if it a page about “Toys”, there is only one person who can approve this)

3. This is then sent to an admin who then approves this version and publishes it.

Is there something like this out there or perhaps some code I can tweak to fill these needs? I don’t want a plugin that makes people assign tasks or anything like that, I want the user to just be able to edit the page on a whim
