Availability of Fonts

I just installed WordPress, and I have a few questions on themes and customization.
Reading the documentation,
Custom “Open Sans” Font
To increase readable and attractiveness, Twenty Twelve features a gorgeous display font, Open Sans.
I see that “Open Sans” is indeed listed in the font-family CSS property when the page loads. But where does this font come from? I certainly don’t recall installing it. Does WP now come with some kind of web-font server system built in? Searching, I see addins for Google Web Fonts and similar services, but I didn’t install such an add-in myself either. So is something like that available by default now, or hotwired into the theme, or what?
