Running Multiple Blogs Using 3.5 On A Single Site

I have been searching this topic for days. Everything speaks of installing multiple sites for versions before 3.0. Many of the searches are not current or marked by date. I am new to blogging with WordPress sites.

I need multiple blogs on my single site. I need to post a blog from the dashboard and assign it to a blog on a specific page and under a specific writer (I don’t need writers to login and post their own, I want to edit and control all posts and replies).

Using version 3.5, how can this be done. Thank you in advance for your valuable time and assistance.
