plugin submenu appearing in SOME subdomains, not in others

This is so weird I can’t even stand it.
I have this fancy newsletter plugin installed on the network, and I’ve activated it on 3 or 4 subdomains. It works on subdomains where I activated it back on about December 10th. Every site I’ve activated it on since then, no go.
The problem is similar to this:
But a) it seems inconsistent and b) I can reproduce the problem on another site running single WP install on another server.
So of course I’ve asked this question over on the plugin’s forum as well.
More interestingness:
I looked at the HTML via inspector in browser.In the site where the plugin works, the admin menu li element for e-newsletter is being assigned the class “wp-has-submenu”.
In the site where the plugin DOES NOT work, the li element is not being assigned the class “wp-has-submenu.”
Another thing to note is that when I type in one of the urls I *should* be seeing as submenu items, I get
“Error: You do not have sufficient permissions to access this page.”This makes no sense! I are teh Super Admin! Logged in as such. Have role for all sites/subdomains set to Administrator!
Sad face. Can you help?
