What is the best way to Transfer this site

  • We have built a website on a new server, under a new name, and in a subfolder.

    ipinionsyndicate.com/wp

    currently our old site & domain name are being hosted by someone else

    ipinion.us

    I know that multiple steps need to happen in order to get our new wordpress site with the old domain (ie: transfer domain over, point domain to new server, move wordpress to root of server)

    my question is what is the best way to do this? order of steps?
