Tag Cloud as Part of Core?

    Good Morning, or Afternoon,
    whichever the case may be.

    I really like the Categories To Tags Converter plugin. I also like the opportunity to embed my Tag Cloud into a full-width, navigational page. To do that, I’m currently using the Tag Cloud Shortcode plugin which gives me this result: https://toolbox-4-websites.com/category-tags/.

    My concern is that both of these plugins are over 2 years old. The converter was developed by the .org team, and the shortcode plugin was developed by an individual.

    Is it possible to integrate the functions of BOTH these plugins into the CORE of WordPress 3.5.1 and 3.6? I was thinking that if they are part of the Core, they won’t become ignored or outdated.
