Toolbox links not working

For the past few months, I have not been able to use the Insert Link or Insert Video buttons on the toolbox. I’m only having this problem in IE (just updated to IE9 and problem still exists). I have no problem in Firefox. I’ve updated Java, Flash and everything else I can think of. When I try to use these buttons, nothing happens.
