Won't Limit / Filter Excerpt Length

My shortcode is as follows:
[catlist id=3 tags=”news” thumbnail=yes excerpt=yes excerpt_size=30]I tested it out with a excerpt that has more than 300 characters and it does not limit or filter the length at all.
Why isn’t this working? ??
