All is Good, but I can't use Recommend Theme or Recommend Plugin menu

Hi

I’m newbie WordPresser haha, I need your help.

The Problem is…
I can’t use Recommend link(Theme, Plugin) in DashBoard
because, I can’t access link of reccomend button

example>” https://www.——–.pe.kr/wp-admin/theme-install.php?tab=featured ” is link of recommend button

But, access ” https://www.——-.pe.kr/wp-admin/theme-install.php “
is accessable

When i use that button, Just i see “you got the error, and going to go here” so i need your help.
