Header Mods: del header rollover, add image rollover

Currently the title text change from black to blue on rollover. How do I delete that?
I want to add an insignia image adjacent to the header picture or maybe above it. How is that done?
I want to add a second image which displays upon rollover. I found a couple of plugins that might work. Any suggestions?
