Can it rank tags and remove "low ranked" ones?

Hi,
I’m looking for a solution like this one, just that I need it to go thru my tags since I use plugin that clones my generated tags automatically to meta tags…

Then I would need to remove low ranked ones automatically… or at least selective method if automatic would not be possible…

I would also like it to add custom fields to tags with minimum CPC?
Would that be possible?

Please be so kind and help me hack it somehow ??
