Front-End Enabling/Disabling on GTM system

Is there a way to provide individual group admins with the ability to enable/disable the GTM system from the group’s front end, similar to the way, for example, Forums or Buddypress Docs can be enabled by simply toggling a “enable” button in the group settings tab?
