Tags – no more than 2?

Trying to use tags to designate which quotes to show in the widget. I have set up about 40 quotes with 4 tags. The widget will only accept 2 tag slugs. When I attempt to properly enter more than 2 and save the widget, they all disappear.
Is this a bug or am I doing something incorrectly?
