[Plugin: Random Quotes] a few small fixes to rq_admin.php

(1) line 76, wp_rq is hard-coded, rather than $wpdb->prefix . “rq”
(2) line 12, quotations misspelled.
(3) Newer versions of WP (I’m using 3.4.2) come with jquery packaged. My theme forces wp_enqueue_script(‘jquery’, $in_footer=true) so I commented the load out.
