Yes, only to the admin. New users will still receive their login credentials via email.

Anyone know of any way of preventing user notifications? I have a special kind of site creation program which will not require new users who are registered to receive any notifications but can’t find anything out there which prevents notifications sent to the actual users.

Nomad-one (you should start a new thread for changes in topic), but I think you could modify the plugin to just return in all cases like this
