limited menu items and theme resets to default

Two issues, maybe related?

Having issues with the number of items in my custom menu being limited to 11.

Also, I’m using Weaver as my theme but when I save any changes, the whole them resets to the default theme. The only way to make changes is to save it on my localhost, then upload it to my public server.

I have web.config not .htaccess. Is there something I can add to fix this?
