Categories usage how to

I want to make sure that users select appropriate categories when posting. But if the list is collapsed when they are writing then they are far less likely to use it. How can I

a) make the list expanded by default
b) Force them to choose a category (ie. they must at least unselect the default and choose at least 1 other category before the post will submit.)

Any suggestions?
