Two theme menus problem

I am creating one theme now (Demo) and i am trying to add secound menu on the top. Everything is ok, the menu displays and work as it should, but the problem comes with this that i want it not to display if there is nothing in it.

Better said, if you do not add items in the menu from the dashoboard, then the menu doesn’t show. This is all i am asking ??
