[Plugin: Hyper Cache Extended] Server Load Mods for Windows

Hyper Cache Extended has nice improvements and works very well under Linux. However, the capability to only serve cached pages when the web server average load is above a specified percentage only works under Linux. Let me know if you would like to add support for Windows and certain other operating systems to the next release and I will send you changes I made to enable that.
