Nextgen Gallery – is it right for me?

I’m looking for a gallery plugin which willprovide the following:

Either a central gallery for users to upload images to, or one for each group set up.
Users must be able to title and describe their images at time of uploading without having to go back to edit.
Users must be able to comment on each others images.
Images able to be published immediately, not held for moderation.

Would Nextgen gallery do all this for me?
