[Plugin: Email Users] Can only send up to 10 emails

Have you tried limiting the number of email addresses per email? Some servers don’t like long lists of addresses in the header. Using the setting will break the recipient list into chunks and send the number of emails required to send to all users.

It is on the Email Users plugin settings page. The field is “BCC Limit” – try setting it to 30 and see if it helps.

Does that mean that the system will send to all users in blocks of 30 or only send to the top 30 users?

It will send in block of 30. For example, if you have 167 users on your blog, it will send 6 email messages. The first 5 will have 30 addresses in the Bcc field and the 6th email will have 17 addresses in the Bcc field.
