Catch 22: Install 1.0

I am installing 1.0 (clean) and I have found a catch 22. If I upload the config file, and then go to /wp-admin/install.php – it says “It doesn’t appear that you have installed wordPress yet. You should try install.” – The word install, is linked to the very file that I am on. After looking through the code, it would appear as though it is loading the wp-settings file, which in turn looks for the database. Well, I don’t have any values in my database yet, because it’s a clean install.
I don’t imagine that person(s) upgrading from .72 would get this error, because their DB would have values.
Any thoughts?
