How block publish to everyone except for administrator?

Downgrade your users to the Contributor role.

I can’t, my users should can see others post, modify them, ecc..
Contributor is a very restricted role.

So you want your editors to be able to modify other people’s posts but not publish their own?

As i said in my question, my users should be editors but they should can’t publish their posts or other posts. Only administrator should can do. Is ther any plugin or patch for do this?
