Blank Page on Install

After getting an Email from a Listener recommending the WordPress program I have been trying for hours to get it on our server. I am getting a Blank Page with the Link to Step 5 in the 5 minute Install

I am running on a IIS Server but have Php and SQL installed. I ran the Database as a MySQL but also have MS SQL available…could this mean something?
