Media Library No media attachments found. Windows IIS 7

Having an issue when we upload images to the media library none of the images show up at all but it says we have images uploaded. They do not display.
We are on Windows IIS 7 and have tried everything suggested that we could think of as well. We have no third party plugins installed, we tried sync plugin, hotfix plugin, we have literally tried everything but we are at a loss.
Anyone shed light on this?
