issue with the tool bar not showing

So I called wp_footer(); in my foooter.php file which is being successfully called across all my pages through “get_footer();” how ever the admin bar – tool bar – is not showing…. I have debug set to true and its not spitting out any errors in regards to the footer, and my php logs say nothing about the footer.
