no adminbar in frontend

hey,

my page is : https://www.csi-group.de/csi/wordpress

but as registered user i dont see the adminbar in the frontend. in the backend it works without any problems.

i googled a bit and found sth. about wp_head and wp_footer so i inserted it

<?php wp_head(); ?>
</head>

<?php wp_footer(); ?>
</body>

but it still won’t work. can you guys help me? :3
