Searching for a plugin to allow user upload of photos

Hello,

I am currently developing a website on 3.3.1 on which I am cataloging the parks in my town. I have created a page for each park, with a custom page template to allow comments. I am searching for a plugin which would allow the user to submit photographs of the given park, which would then enter a moderation queue. If I approved the photos, they would appear in a special section of the page. (This last function is not mandatory; I can manually copy each photo into the page if need be, but it would be great if it was an automated process)

Is there a plugin that will accomplish this task? I have been looking into various plugins, and the closest match I can find is PhotoSmash Galleries, but it appears to be going EOL, and I am also unclear as to whether there is a moderation feature to prevent the images from immediately being published.

Is there an already-extant plugin to accomplish this process, or must I write my own? I’ve never written a custom plugin before, and I suppose it would be a useful skill, but this is a rather complex set of functions which I don’t think I would be capable of writing.
