[Plugin: Multisite Plugin Manager] User control still shows under Dashboard "settings"

WPMS 3.3.1, Multisite Plugin Manager 3.1.1

Just installed the Multisite Plugin Manager today, “Network Activated”. In my Network admin area had a an installed plugin: plugin NOT network activated.

Then proceeded to set up a new site. When I log into that new site as a regular user for the new site, the plugin does not show in the plugin area, (as it shouldn’t) but the settings still show in the Dashboard “settings” in the left sidebar. Can this plugin or any other make those settings unavailable to a NON Super Admin?

I’ve tried this several different ways ie: Network Activate, no Network Activate, use Multisite Plugin Manager to “Activate All” and seem to get the same results.
