[Plugin: BuddyPress] creating groups in BP

I’m on BP 1.5.4 and cannot find a way to add groups. I can find where groups should be listed under my profile (I’m super-admin) but no option to add a group. I also do not see any group moderation on the admin side. Where do I go to add groups? And how do I moderate groups that other users set up? Thanks.
