theme configuration, the extended of functionality?

I have a question, because I am looking for a specific functionality for the Themes . I am not an expert and I am still learning but I would like to find an advice and the solution.
Prefered site with elements as below:
1. A few simple pages with articles, quizzes / polls etc, with access for all.
2. Possibility to register and login for users which would have extended functionality, such as: the ability to send forms / queries, responses to the corresponding quizzes / polls, comments to articles.
3. Each IP was able to one opportunity to respond to the quiz / poll or registration
4. Ability to manage users – or check the activity, comments, IP, data, etc

Is there any theme which would have similar functionality?
Do any theme can be equipped in a specyfic plugin to login / register and manage users?
Is the Admin-theme a independent theme or a part of theme WP with extended functionality? How can can use admin themes?
Do You know if any plugin of quiz / poll has the ability to record the results and assign to user / ip?
