Can't Select Database

Have 3.3.1 installed for one blog successfully.
Installed a second instance of 3.3.1 and having trouble selecting database. I created a new database, but when I run install.php I get the following error:

Can’t select database
We were able to connect to the database server (which means your username and password is okay) but not able to select the lobstercoast database.

?Are you sure it exists?
?Does the user root have permission to use the lobstercoast database?
?On some systems the name of your database is prefixed with your username, so it would be like username_lobstercoast. Could that be the problem?

I am running
Windows Server 2003
IIS 6
MySql 5.2

Any help with this error would be appreciated.
