Best way to9 cinluder wordpress header and footer on another template?

    I have wordpress installed on the root of my site.
    I have another script running in a folder, I need to incorporate the wordpress header and footer from the root wordpress installed into my other script in the folder, what is the best to do this please, do you have an example?
    If I could just know the line of code to pass the header data from the root to a folder it would be perfect!
